Ingredient lists are ordered by weight before cooking, which is why the first line can be misleading.

Weight before cooking

Fresh chicken is roughly seventy percent water. Once it is cooked down it weighs a fraction of what it did when the list was written, so an ingredient list that opens with fresh meat may contain less protein than one that opens with a concentrated meal.
